Analysis on the identification of membership of rural collective economic organizations

Abstract: In order to explore the reasonable and feasible criteria and methods for identifying the collective membership, this study first defined the rural collective economic organizations, the members and membership of rural collective economic organizations, and the membership rights of rural collective economic organizations. Then it summarized the existing achievements in the identification of the membership of rural collective economic organizations, and compared and analyzed them from the aspects of registered residence standards, rights and obligations standards, basic living security standards and composite standards. The results show that different type of standards have their own characteristics, advantages and disadvantages, and are also produced and applicable to the corresponding times. However, none of them can completely and effectively solve the complicated problem of identifying the membership of rural collective economic organizations. The composite standard is relatively more comprehensive in consideration of factors, and can more systematically and accurately grasps the key nodes of membership identification, which helps to accurately determine whether an individual has membership. Therefore, it is suggested to further adjust and optimize the consideration factors of composite standards based on the accurate understanding of the changes in rural personnel status, population flow and other aspects, and then strengthen the applicability and feasibility of standards.
