Measurement and evaluation of green development efficiency based on DEA-Malmquist index model: Taking Gansu province as an example

Abstract: The entropy method, DEA model and Malmquist index model were used to calculate the green development efficiency and the change index of total factor productivity in Gansu province from 2013 to 2019. The results showed that the environmental cost of Gansu province was decreasing in general, and the regions with relatively high environmental cost were the regions with relatively advanced industrial development and relatively developed economy, and the slow economic growth in these regions was due to the remaining extensive development mode; Gansu province had not fully utilized science and technology and scale effect, and the level of green development efficiency was generally low, so it was urgent to optimize resource allocation; Lanzhou, Jiayuguan, Jinchang and Baiyin should promote scientific and technological innovation and scale to promote regional green development. Longnan, Dingxi, Qingyang, Zhangye had basically achieved the coordinated development of ecology and economy, and should formulate industries suitable for their own development according to local conditions, such as characteristic tourism, animal husbandry and characteristic agriculture. Wuwei, Jiuquan, Tianshui, Pingliang should accelerate scientific and technological innovation; The total factor productivity in Gansu province was fluctuating and declining, and the progress of science and technology was the main reason to promote the development of total factor productivity, and the utilization efficiency and scale benefit of science and technology had not contributed enough to the total factor productivity.
