Research on the value evaluation of human resources in water conservancy institutions

Abstract: With the advent of the era of knowledge economy, human resources as the carrier of knowledge has gradually become an important strategic resource for the development of all walks of life. Under the realistic background that the water conservancy industry has became an important infrastructure for national economic and social development, it was of great significance to do a good job in the value evaluation of human resources in the water conservancy industry for the development of the industry, national economic growth and ecological civilization construction. Based on the analysis of the research background and the review of the existing research, this study defined the connotation and multi-dimensional classification of water conservancy talent resources and value, selects water conservancy institutions as the research object, and defines the basic elements of the value evaluation of water conservancy institutions This paper constructed the human resource classification value evaluation model and its two-level subdivision model of water conservancy institutions, and takes a water conservancy institution in Jiangsu province as an empirical case to test the model. The results showed that the actual value of human resources in a water conservancy institution in Jiangsu province was much higher than the expected value, and the professional and technical talented and work skill talents make the largest contribution to the overall value of talents. Finally, this study puted forward some countermeasures and suggestions, such as paying more attention to the distribution of talents' salary, recruitment expenses, training and education expenses, increasing the investment in innovative technology and talents, and strengthening cross unit and cross regional cooperation and exchange.
