Network governance:A logical approach to governance of rural settlement environment from the perspective of rural revitalization

Abstract: Since the implementation of the rural revitalization strategy,the environmental governance of rural settlements has aroused the attention of the academic community on environmental governance models.The current single government-led model,market model and peasant participation model are still difficult to solve the complex problems faced by the diverse rural environment in China,and the governance effectiveness is poor.The management of rural collective environment urgently needs to establish a network that applies the relationship between multiple governance entities and the rural environment.Based on the endogenous subject status of the village that coexists with the rural environment and the construction of the “1+n”governance model,the current rural environment governance has many contradictions in terms of information issues,institutional supply,subject status and responsibilities.Through the network model to establish environmental information service platform,the use of endogenous governance subject value guidance,multi-party cooperation and co-governance,and area responsibility bundling and other multiple measures,will be effectively resolved to promote the healthy development of rural environmental governance.
