Abstract: Based on the panel data of 11 provincial capitals in the Yangtze river economic belt from 2003 to 2017,the entropy method was used to analyze the quality of green development, and Tobit panel regression model was used to analyze the factors affecting the quality of green development. The results show that the quality of green development of cities in the Yangtze river economic belt is fluctuating and rising, and the regional differences are obvious. The overall trend is gradually decreasing from the upstream cities to the downstream cities and then to the middle cities, that is,the trend of “high at both ends and low in the middle”The level of economic development, market opening, foreign investment and environmental regulation play a significant role in improving the quality of green development. However, industrial structure, scientific and technological progress and urbanization play an inhibitory role in the quality of green development. The optimization path of improving the quality of urban green development in the Yangtze river economic belt was put forward from four aspectsDocking national strategy, increasing government support, optimizing industrial structure and coordinating regional differences.

Key words: entropy method, tobit regression model, Yangtze river economic belt, green development quality
