Abstract: Realizing the integration and development of agriculture and tourism is a new trend in the transformation of pastoral functions in the city. Based on the comprehensive analysis of AHP and SWOT,the pastoral cultural development in Huazhong Industrial New Town in Qianjiang city can adopt the aggressive tourism development strategy of key breakthroughs,supply supplement,industrial integration and regional linkage. Through the analysis of the development strategy,the tourism function of the planning area can be positioned as a convergence function,a tourism experience function,a rural tourism mutual assistance function,and a smart service function.
