Abstract: The evolutionary game model was used to analyze the evolutionary mechanism and influencing factors of the game strategies of local government and non filing card holders, and to explain the possibility and stability of the cooperation relationship between them, so as to obtain the Pareto optimal dominant strategy of synchronous relocation and sustainable development. The local government giving reasonable incentive mechanism to synchronous relocation households was put forward, so as to promote synchronous relocation, effectively block a vicious cirde of poverty, and promote local economic and social development.
