Abstract: In order to solve the dilemma of water resources governance in China, taking Singapore's water resources management model as the research object from the perspective of holistic governance, the current situation of water resources and the characteristics of water resources management model in Singapore were systematically combed, and Singapore's policies and management experience in overall planning, institutional setting, management concept, publicity and education were summarized. The study found that Singapore had formed a complete water supply system and realized the efficient utilization of water resources through unified management institutions, perfect laws and regulations, strict supervision and management, advanced innovative technology and other means. On this basis, it put forward some suggestions on the construction of water resources governance subject, system improvement, resource allocation, publicity and education in China.
