Abstract: From two aspects of industrial structure and ecological environment, the evaluation index system of coordinated development of industrial structure and ecological environment was constructed. Based on the coordinated development model,the coordinated development level of industrial structure and ecological environment in Shangluo city was evaluated. The result shows that from 2007 to 2017, the comprehensive level of industrial structure in Shangluo city increased from 0.197 63 to 0.605 84, the ecological environment quality comprehensive level increased from 0.129 37 to 0.349 20, the coupling coordination degree between the two increased from 0.553 2 to 0.911 9, now it is in the stage of high quality and coordination development. Based on this, some suggestions are put forward, such as determining the government's responsibility for environmental protection, improving the supervision and coordination mechanism, accelerating the development of modern service industry, increasing the proportion and level of tertiary industry, and vigorously promoting ecological construction.
