长江经济带农业水资源利用效率研究——基于DEA-Malmquist模型的实证分析

Research on the utilization efficiency of agricultural water resources in Yangtze river economic zone:An empirical analysis based on DEA-Malmquist model

摘要: 基于2009—2018年长江经济带11个省市的面板数据,运用DEA-Malmquist模型对农业水资源利用效率及全要素生产率进行测算,并进一步揭示长江经济带不同时期、不同区域的农业水资源利用效率动态变化趋势。实证结果显示,2009—2018年长江经济带农业水资源利用效率随时间呈先上升后下降的倒U型变化特征。长江经济带上游地区的重庆、四川等省市农业水资源利用效率较高,而下游地区江苏等省份农业水资源利用效率亟待提升。根据Malmquist生产力指数及其分解结果,2009—2018年长江经济带农业水资源利用效率以4.30%的速度衰退,技术变化是影响全要素生产率的主要因素。基于此,提出加大R&D投入、加强水资源管理、优化农业生产资源配置、增进区域间交流与合作的对策建议。

Abstract: Based on the panel data of 11 provinces in the Yangtze river economic zone from 2009 to 2018, DEA-Malmquist model was used to calculate the utilization efficiency of agricultural water resources and total factor productivity. Then it revealed the dynamic change trend of agricultural water resources utilization efficiency in different periods and regions of the Yangtze river economic zone.The empirical results showed that the utilization efficiency of agricultural water resources in the Yangtze river economic zone from 2009 to 2018 presented an inverted u-shaped change with time. The utilization efficiency of agricultural water resources in the upstream area of the Yangtze river economic zone, such as Chongqing and Sichuan, was relatively high. While the utilization efficiency of agricultural water resources in the downstream area of the Yangtze river economic zone, such as Jiangsu, still had great room for improvement. According to the Malmquist TFP and its decomposition results, the utilization efficiency of agricultural water resources in the Yangtze river economic zone declined by 4.30% from 2009 to 2018. Technological change was the main factor affecting total factor productivity. Based on this, it puts forward some suggestions on increasing R&D investment, strengthening water resources management, optimizing the allocation of agricultural production resources, and enhancing regional exchanges and cooperation.
