摘要/Abstract

摘要： 以秦巴山区丹凤县为例,运用回归方程和Pearson相关系数法对2013—2019年的扶贫投入与产出数据进行评价分析,研究发现扶贫资金投入的直接效益显著,对贫困发生率的直接作用效果大于对农村居民人均可支配收入的直接作用效果,扶贫资金投入类别对农民收入和支出结构产生了显著影响。基于此,提出优化扶贫资金配置结构、创新扶贫资金融资模式、健全扶贫资金考评机制的对策建议,以期为深度贫困县脱贫攻坚和政府调整扶贫资金投入政策提供参考。

Abstract: Taking Danfeng county in Qinba mountain area as an example, this study used regression equation and Pearson correlation coefficient method to evaluate and analyze the input and output data of poverty alleviation from 2013 to 2019. It was found that the direct benefit of poverty alleviation fund investment was very significant, and the direct effect on the incidence of poverty was higher than the effect on disposable income of rural residents. The types of poverty alleviation fund investment had a significant impact on the income and expenditure of farmers construction. Based on this, this study put forward countermeasures and suggestions to optimize the allocation structure of poverty alleviation funds, innovate the financing mode of poverty alleviation funds, and improve the evaluation mechanism of poverty alleviation funds, so as to provided reference for the poverty alleviation of poverty-stricken counties and the government to adjust the investment policies of poverty alleviation funds.
