Abstract: From the perspective of collaborative participation, the concept of network layout of rural basic public service facilities is rationally defined. Through the analysis of the problems of the rational layout of basic public service network facilities in rural areas, it is found that in the process of collaborative participation of rural basic public service facilities, the participation of the main body is unclear, the economic support is weak, the collaborative supervision system is absent, the intensity of collaborative promotion is insufficient, and the cooperative participation incentive policy is lacking. From the four aspects of clearly defining the participation of the synergy, increasing financial support, improving the coordinated participation supervision system and establishing the cooperative participation incentive policy, the countermeasures and suggestions for solving the collaborative participation dilemma in the rural public service network layout are proposed.
