Abstract: Water administrative payment is an administrative payment in the field related to water. It mainly refers to the payment of individuals or organizations that meet the statutory conditions for payment, such as difficulties in survival or legal rights violations, during flood control and drought relief period, large-scale water pollution and reservoir resettlement. After clarifying the concept of water administrative payment, the legal basis of water administrative payment is summarized from the list of Beijing government powers, and then the main contents of water administrative payment are deeply considered from three aspectssubject, object and condition. On the basis of the water administrative of the Beijing Municipal Government, in response to the problems existing in the current water administrative payment, relevant suggestions on perfecting China's water administrative payment system are proposed from the aspects of legal norms, procedure design and working mechanisms.
