信息化推动气象灾害风险管理的趋势

The Trend of Meteorological Disaster Risk Management Promoted by Informatization

摘要: 在全球气候变化的大背景下, 极端气候事件和灾害风险进一步加剧, 防灾减灾形势严峻, 降低气象灾害风险成为灾害管理的着力点, 而信息化发展推动了气象灾害风险管理。在介绍了信息化和气象灾害风险管理的基础上, 提出了信息化推动气象灾害风险管理的新趋势, 包括构建气象灾害风险管理系统、建立统一的气象灾害风险管理平台、通过网络化吸引“大社会”参与气象灾害风险管理、构建无缝隙风险管理流程等, 以降低气象灾害所造成的损失, 保障经济社会持续健康发展。

Abstract: Under the background of global climate change, extreme climate events and disaster risks have further intensified.The tough situation of disaster prevention and mitigation makes the reduction of meteorological disaster risk become the focus of disaster management, and informatization development promotes meteorological disaster risk management. Based on the brief introduction of informatization and meteorological disaster risk management, the new trend of meteorological disaster risk management promoted by informatization is presented, including the construction of meteorological disaster risk management system, the establishment of unified meteorological disaster risk management platform, the attraction of “big society” in meteorological disaster risk management through networking, the construction of a seamless risk management process and so on, so as to reduce the losses caused by meteorological disasters and ensure social-economic sustained and healthy development.
