Abstract: According to the investigation and research on the construction and operation management of the tailwater diversion project of the South-to-North Water Diversion Project,it is concluded that the project has six problems：water quality can not continue to reach the standard,the project has environmental risks,the water quality objectives of the functional area are different,the water supply system of the sub-division pipeline has not yet formed,the infrastructure construction is insufficient,and the utilization level of tailwater resources is not high. In response to these problems,the optimization plan and suggestions are proposed from the aspects of engineering operation management and follow-up engineering construction.
