摘要/Abstract

摘要： 种业产能过剩是当前中国种业基于现有体制下发展的产物,尤其是“两杂”种子严重过剩,对中国种业纵深发展构成障碍。中国种业产能过剩是相对的,是一种结构性过剩。过剩导致企业发展经济乏力、竞争力下降、创新无力,在逐步开放化的国际大市场环境下,中国种业参与全球竞争的短板渐显。解决过剩被动局面,需要行业、企业共同努力,变观念、调机制、整资源、定方向、创科技、顺市场、强服务。

关键词: 种业, 产能过剩, 去产能

Abstract: Seed over capacity is due to the current system of seed industry,especially the hybrid rice and corn seed market,which is relative and structural,blocking the seed industry development in China. Overcapacity results in low economic level,low competitiveness and low creativity,which is reduce the competitiveness of Chinese seed industry in the world open market.It is necessary for Chinese seed industry development to solve concept,industry system,resources,technology and service etc in order to come out of the passive situation.
